When the controller receives the Stop command, it goes to the
Stop state, starts the Stop action time and activates the Stop
solenoid output.
If Engine OFF is detected before the Stop action time is over,
the controller overrides the Stop action time.
When the Additional stopping time is over, the controller goes to
the Engine OFF state and deactivates the Stop solenoid output.
If Engine OFF is not detected before the Stop action time, the
controller shows the Fail to stop alarm.
