Create local user and password.

system-view
The system view is displayed.
Step 2 Run:
user-interface vty number1 [ number2 ]
The VTY user interface view is displayed.
Step 3 Run:
authentication-mode password
Set the authentication mode as password.
Step 4 Run:
Set authentication password { simple | cipher } password
Set a password for this authentication mode.
