Special Cases log-id — when a log-id is shut down, no events are collected for the entity. This leads to
the loss of event data.
accounting-policy — when an accounting policy is shut down, no accounting data is
written to the destination log ID. Counters in the billing data reflect totals, not
increments, so when the policy is re-enabled (no shutdown), the counters include the
data collected during the period the policy was shut down.
