If your SEVERIN Accessories cool-box isn't working when connected to a 12V power source, it might be because the cigarette-lighter socket in your car only functions when the ignition is on. Try switching on the ignition. Also, check the contact surfaces on the 12V connecting plug for dirt or corrosion; if present, clean them thoroughly.
