Zero Head Offset (2.15.3.5.)
The difference (positive or negative) between Low Calibration Point and zero head (level at
zero flow), defined in Units (2.1.1.) (Page 168).
This feature can be used for most weirs and some flumes (e.g. Palmer Bowlus) where the
zero reference is at a higher elevation than the channel bottom.
