Synchronisation pulse is given if
Frequency is within given window
Phase difference is corresponding the given circuit breaker time delay
Power organiser will send raise and lower pulses to the engine control panel in order to
change generator frequency. Because both generator and mains voltage are available,
engine control will be able to match generator voltage with busbar voltage
