The fuel tank might be empty or contain stale fuel, in which case you should fill the tank with clean, fresh gasoline. If your mower has a primer, the engine may not be primed, so prime it as instructed in the Operation section. Other potential causes include a faulty spark plug (clean, adjust gap, or replace), a blocked fuel line (clean it), a flooded engine (wait a few minutes to restart, but do not prime), a closed fuel valve (open it; see the engine manual), or the engine not being choked (choke the engine; see the engine manual).
