Another reason could be that the batteries aren't fully charged. Make sure the solar panel is in a spot with direct sunlight. Shady areas can slow down charging and reduce working hours. Finally, external light sources might be triggering the dusk-to-dawn sensor. Try moving the panel away from these light sources or removing the light sources entirely.
