measure the voltage
across the terminals of the
electrolytic capacitor

Is the input AC voltage
between 201VAC & 250VAC?
No
Shut down power and wait 20
minutes or connect a DC voltmeter
to the electrolytic capacitor until the
voltage is less than 20 v
