Check for loose connections or damaged hoses, and inspect the fuel filter for clogs or defects. A faulty installation from the return line, a faulty fuel pump, a relief valve that is not seating, worn pump gears, or defects in the injectors, racks, or linkage could also be the cause.

      First, apply 12-V DC directly to terminal 1 on the governor control box. If the engine comes up to speed, check for a defective operating mode switch. Also, check the governor linkage and throttle shaft for any binding or sticking and repair as needed. The control unit may not be receiving a signal from the magnetic pickup, so disconnect the pickup from the control unit and connect a high impedance AC voltmeter to the pickup output leads. Crank the engine without starting it; the voltage reading should be at least one volt. If the voltage is low or zero, check the pickup adjustment and replace the pickup if necessary. Finally, apply 12-V DC to the two actuator input leads; the actuator lever should move to the full speed position immediately. If it doesn't, replace the actuator.
