If you don't need the Programmable Fan feature, set Option 04 = 1.

Note: 03 = 1 is for Manual Changeover (Heat/Cool/Off), 03 = 2 for Heat Only (Heat/Off), and 03 = 3 for Cool Only (Cool/Off).
