  If your Moen Toilet isn't turning on, first, make sure the power cord is securely connected. Then, check if the power is off by pressing the rotated switch for 3 seconds to see if the power light turns on. Also, check the Ground Fault Circuit Interrupter (GFCI): unplug the power cord, press the reset button on the GFCI until you hear a click, and then plug the cord back in to verify operation. If the issue persists, please check the circuit.
