is not HIGHER.
The search from Top to Bottom would stop at row with
50 because this is the nearest value to 55 that is not
HIGHER.
The output value would be 7 * 100 = 700.

Search: Right to Left and Top to Bottom
B = 250 and A = 55
The search from Right to Left would stop at column headed
300 because this is the nearest value to 250 that is not LOWER.
The search from Top to Bottom would stop at row with 50
because this is the nearest value to 55 that is not HIGHER.
The output value would be 6 * 100 = 600.
