This command is used to establish local user database for the
purpose of authentication.

If the type of encryption is specified as 7, the length of
the entered legal cipher text should be even.
In general, it is not necessary to specify the type of
encryption as 7.
Commonly, it is necessary to specify the type of
encryption as 7 only when the encrypted password is
copied and pasted.

and bind the user to level 15.
