High discharge line loss could be the cause; inspect the valves and check valve. The condenser might be malfunctioning; check the condenser itself, the liquid drain, the refrigerant charge (if it's too much), the water and air inlet temperature (if it's too high), and the water and air flow (if it's too low). Finally, air or non-condensable gasses in the system can cause this issue, so purge the air from the condenser side.
