You may be drawing more current than the engine start rate allows, so the crank time will be less than 3 seconds. Ensure you wait 3 minutes between cranking attempts. Check the connections at the battery and frame to ensure they are secure. Also, check the power cord and any extension cords for loose connections. Verify that the AC outlet has power by checking the fuse or circuit breaker. The charger might be overheated, so make sure the vents are not blocked and allow it time to reset. For a severely discharged battery, charge it for 10-15 minutes at the lowest rate to assist with cranking.
