Why blades do not rotate on my Toro GrandStand 74553?

If the blades on your Toro Lawn Mower aren't rotating, check the belt tension of the pump drive belt. Install the drive belt and check adjusting shafts and belt guides for correct position if the pump drive belt is off the pulley. Install a new deck belt if the mower deck belt is worn, loose, or broken. Install the deck pulley and check the idler pulley, idler arm, and spring for correct position and function if the mower deck belt is off the pulley. Replace the spring if the idler spring is broken or missing. Adjust the clutch air gap if the electric clutch is out of adjustment.
