If that's not the issue, the fuse in the power supply might be broken, and you'll need to replace it (T1AL 250 V) under the guidance of a qualified technician. Also, check the foot switch: if it's battery-operated, replace the battery; if it's wireless, re-code it following section 2.6; if it's wired, ensure it's securely plugged in.
