Verify that the pressure difference between inlet and steam pressure is sufficient. Air entering the suction pipe or shaft seal could also be the culprit, so inspect those components. Lastly, confirm that the speed meets the required specifications and that the pipe's flow resistance isn't exceeding the pump's delivery head. Clogging of the suction pipe, suction valve, or impeller may be the cause, so you should check the suction pipe and the entire pump.
