The seats and plates of the intake and delivery valves might be worn, in which case you should replace them. Also, check if the nozzles are worn or too large; replace them with suitable diameter nozzles. A restriction in the intake circuit could also be the cause; remove any obstructions. Lastly, a fouled intake filter can cause this issue, so clean the filter cartridge.
