Maximum speed for hard joint

The brake cannot exceed a maximum speed (1000 rpm) to get the correct
hard joint simulation. Usually the tool speed in free rotation is higher than the
tool speed tested on the brake. In spite of this, the relation between the tool
speed in free rotation and the tool speed tested on the brake is strongly de-
pending on the tool itself.
