A tether is a stra ight or V-shaped st rap that
attaches the top par t of a child restra int to
spe cial ancho rage point s in the vehicle.
The purpose of the tether is to reduce the for-
ward movement of the child rest raint in a
crash , in orde r to help reduce the risk of head
injury that cou ld be caused by str iking the ve-
hicle interior.
Forward facing child restraints manufactured
after September 1, 1999, are requ ired by U.S.
federa l reg ulations to comply with new child
head movemen t perfo rmance requirements.
These new performa nce requirements make a
tether necessary on most new child safety
seats .
