2.9.3 Principle of tolerance check
The lower tolerance ranges TU1 and TU2 are stipulated per nominal weight
Qn by the Prepackaging Regulations. If required, the upper tolerance range
TO may be increased or reduced by the factor TO (see formula). This permits
the number of accepted packages to be increased. The input of TO is described
on page 3 -- 94.
