Overview

The Black & Decker 7190-99 is a double-insulated electric drill designed for general purpose work, building, and remodeling projects. It offers versatility, capable of drilling various materials and, with optional accessories, can also sand, polish, buff, drive screws, grind, drive hole saws, mix paint, and remove rust and old paint.

Function Description:

The primary function of the 7190-99 is drilling. It is equipped with a variable speed trigger switch, allowing the user to control the speed of the drill by how far the trigger is depressed. This feature is beneficial for different tasks, with lower speeds recommended for starting holes without a center punch, drilling in metal or plastics, driving or removing screws, drilling ceramics, or mixing paint. Higher speeds are suitable for drilling woods and composition boards, and for using abrasive and polishing accessories. The drill also features a reversing switch, which allows the drill motor to operate in reverse. This is particularly useful for removing screws or easing drill bits out of tight holes. The reversing switch should only be moved when the trigger switch is in the "OFF" position.

Important Technical Specifications:

The drill is DOUBLE-INSULATED, meaning it has two separate layers of electrical insulation or one double thickness of insulation between the user and the tool's electrical system. This design enhances safety by providing added protection against electrical shock and eliminates the need for grounding. It is equipped with a two-pronged plug for use with conventional 120-volt electrical outlets.

Chuck: The drill features a geared chuck for securely holding drill bits and other accessories. To insert a bit, the chuck collar is turned by hand to open the jaws, the bit shank is inserted approximately 3/4" into the chuck, and then the collar is tightened by hand. A chuck key is then used to securely tighten the bit in all three holes of the chuck. To release the bit, the chuck key is used to loosen one hole, and then the collar can be loosened by hand.

Extension Cords: The manual provides a chart for minimum wire size (AWG) of extension cords based on the tool's nameplate rating in amps and the total extension cord length in feet.

  • For 0-10.0 Amps: 18 AWG for lengths up to 50 feet, 16 AWG for 75 feet, 14 AWG for 100-125 feet, and 12 AWG for 150-200 feet.
  • For 10.1-13.0 Amps: 16 AWG for lengths up to 75 feet, 14 AWG for 100-125 feet, and 12 AWG for 150-200 feet.
  • For 13.1-15.0 Amps: 14 AWG for lengths up to 100 feet, and 12 AWG for 125-200 feet. Only round jacketed extension cords should be used, and if used outdoors, the cord must be suitable for outdoor use (marked "WA").

Accessories: The manual lists recommended accessories and their maximum sizes for safe use:

  • Metal Drilling Bits: Up to 3/8"
  • Masonry Drilling Bits: Up to 1/2"
  • Wood Drilling Bits: Up to 3/4"
  • Hole Saws: Up to 1-1/2"
  • Wire Brushes: Up to 3" diameter
  • Grinding Wheels: Type I only; up to 2" diameter; up to 1/2" thick
  • Buffing Wheels: Up to 4" diameter
  • Backing Pads: 4-5/8" diameter
  • Sanding Discs & Polishing Bonnets: Up to 5" diameter Users should only use Black & Decker consumer drill accessories with a recommended speed of 3200 RPM or higher. Safety glasses are strongly recommended when using any drill accessories.

Usage Features:

  • Variable Speed Control: The trigger switch allows for precise speed adjustment, making the drill adaptable to various materials and tasks.
  • Reversing Switch: Facilitates the removal of screws and easing bits from tight holes.
  • Chuck Key Storage: The chuck key is designed to clip onto the power cord to prevent loss and ensure it's always available when needed. It can be removed if desired but is recommended to stay clipped to the cord.
  • Drilling Techniques:
    • Always unplug the drill when changing accessories.
    • Use sharp drill bits appropriate for the material (twist drill bits, spade bits, power auger bits, hole saws for wood; high-speed steel twist drill bits for metal; carbide-tipped bits for masonry).
    • Secure the material firmly with clamps or a vise. Use a wood "back-up" block for thin materials.
    • Center-punch an indentation for starting holes, or use low speed with variable speed drills.
    • Apply steady, straight-line pressure, enough to keep the bit biting without stalling the motor or deflecting the bit.
    • Hold the drill firmly to control twisting action.
    • If the drill stalls, immediately release the trigger, remove the bit, and determine the cause. Do not repeatedly click the trigger to restart a stalled drill.
    • Reduce pressure when breaking through material to minimize stalling.
    • Keep the motor running when withdrawing the bit from a drilled hole to prevent jamming.
    • Use cutting lubricants for drilling metals (except cast iron and brass, which should be drilled dry). Sulfurized cutting oil, lard oil, or bacon grease are recommended.
    • For larger holes in wood, Power Drill Wood Bits are suggested.

Maintenance Features:

  • Cleaning: The tool should be cleaned with mild soap and a damp cloth. Avoid using household cleaners containing chemicals, gasoline, turpentine, lacquer, paint thinner, dry cleaning fluids, or similar products, as they can damage the plastic.
  • Lubrication: The tool uses self-lubricating bearings, so periodic relubrication is not required. A light film of oil can be applied to the outside of the chuck to prevent rust. The inside of the chuck and the three jaws should not be lubricated.
  • Repairs and Replacement Parts: To ensure product safety and reliability, all repairs, maintenance, and adjustments (including brush inspection and replacement) should be performed by Black & Decker Service Centers or other qualified service organizations. Only identical Black & Decker replacement parts should be used, especially when servicing double-insulated tools. Damaged cords should be replaced or repaired.
  • Inspection: Periodically inspect tool cords and extension cords for damage and have them repaired or replaced if necessary. Keep handles dry, clean, and free from oil and grease.
  • Storage: When not in use, tools should be stored in a dry, high, or locked-up place, out of reach of children.
