Another reason could be that there's no water in the pump; make sure the strainer tank is full. Also, ensure that all valves in the system are open, and clean the skimmer and strainer basket. Finally, check for any blockage in the impeller. Low voltage to the motor can also prevent the pump from reaching the necessary speed; check the voltage at the motor.
