First, check for suction air leaks by ensuring the see-through lid and O-ring are clean, lubricated, and tightened, and that all hoses and pipes on the suction side are tightened. Also, make sure the water level in the pool is high enough to flow through the skimmer and that the skimmer port isn't blocked. Another reason could be that there's no water in the pump; make sure the strainer tank is full. Also, ensure that all valves in the system are open, and clean the skimmer and strainer basket. Finally, check for any blockage in the impeller. Low voltage to the motor can also prevent the pump from reaching the necessary speed; check the voltage at the motor.
