65 = Aspect Ratio in Percent (%)

10.5 = Section Width in Inches (in)
R = Construction Code
—⬙R⬙ means Radial Construction.
—⬙D⬙ means Diagonal or Bias Construction.
15 = Rim Diameter in Inches (in)
