SYNOPSIS
FUNCTION
This function allocates numslots of expansion space (each slot is
ESLOTSIZE bytes). It is the inverse function of AllocExpansionMem( ).
INPUTS
startSlot - the slot number that was allocated, or -1 for error.
numSlots - the number of slots to be freed.
