The spark plug wire might be disconnected, so ensure it's connected. The fuel tank could be empty or contain stale fuel, in which case, fill it with clean, fresh gasoline. Also, the engine may not be primed, so prime it as instructed in the Engine Operator’s Manual. Other potential causes include a faulty spark plug (clean, adjust gap, or replace), the key not being fully inserted into the ignition, or the extension cord not properly connected if you're using the electric starter. In the latter case, connect one end of the extension cord to the electric starter outlet and the other end to a grounded AC outlet.

Also, check the shear pins and replace them if they are sheared.
