Low LP gas pressure at the burner could be the cause; in this case, set the main regulator so the pressure does not drop below 11 inches of water column at the pressure tap. The burner might not be located properly under the flue tube and needs relocation, or the burner may be damaged and require replacement. Also, check the refrigerator's level and defrost it if needed. Ensure the flue baffle is properly inserted in the flue tube.
