The fork shaft's rotation might be abnormal or failing, causing incomplete return of the fork; try cleaning the junction surface between the locating shaft and pusher to ease the fork shaft's rotation. Additionally, the clutch cable might be adjusted inappropriately, so readjusting it could resolve the issue.
