Why Mellerware Modena 29003 appliance cannot froth?

The steam pipe may be blocked. Clear any residue from the pipe using a pin. Also, there might be an air pocket in the boiler assembly, resulting in weak steam dispersion. While the espresso toggle switch is turned on, gradually turn the small knob on the top of the appliance counter-clockwise until it points to the coffee symbol. Once the water flows freely, turn the knob back to the steam symbol by rotating clockwise. Slowly adjust the steam flow using the Steam Control knob on the side of the appliance, taking precaution against dispersed steam. The steam velocity should have returned to normal.
