If the engine is cold, make sure the choke is in the START position. Also, try pulling the starter handle to prime the carburetor. If the fuel passageways are dirty, clean them using a fuel additive. If you smell fuel, the carburetor needle might be stuck; gently tap the side of the carburetor float chamber with a screwdriver handle. If there's too much fuel, turn the choke to the RUN position, remove the spark plug, and pull the start handle several times to air out the chamber before reinstalling the spark plug and setting the choke to START....
