Also, a dirty air filter can decrease performance, so clean it frequently. Check that the outdoor unit isn't covered or obstructed. If operating in sunlight, consider shading the outdoor unit. The unit might be in De-ice mode, during which the indoor fan stops. Ensure doors and windows are closed to maintain cooling/heating efficiency. If the unit was just turned on after being off, only the fan might run initially to protect the compressor. Finally, excessive pipe length can also reduce performance.
