This changes the currently active mixer data. Since the tone bank data
TONE.BIN is directly rewritten at this time, it is necessary to download mixer
data again from the host to return the mixer to its original settings.
The channel number corresponds to EFREG0--15, EXTS0, and 1 of the sound
source DSP block.
