8. Insert Axle Rod (9), through Washer (10) and into
Wheel assembly and axle until it reaches the
other side of the Axle and wheel. Have a Second
person hold second Wheel.
NOTE
You may have to wiggle the Axle Rod (9)
up and down and side to side so it goes
through the second wheel.
