How to fix Snapper LT23420 Lawn Mower engine that will not turnover or start?

If your Snapper Lawn Mower engine won't turn over or start, several factors could be at play. First, ensure the brake pedal is fully depressed and the PTO (electric clutch) switch is in the OFF position. Also, make sure cruise control is disengaged by moving the knob to the NEUTRAL/OFF position. Check if you are out of fuel, and if the engine is hot, let it cool before refilling. If the engine is flooded, disengage the choke. Finally, the battery may be discharged or dead, so recharge or replace it.
