The sensor range could also be the issue; try increasing or decreasing it. Reflections interfering with the sensor can also cause this, so eliminate any reflective surfaces. Check the connectors between the electronic unit and solenoid to ensure they're properly connected. Debris or scale in the solenoid or a plugged/torn diaphragm can also prevent water flow; clean the solenoid (using scale remover if needed, ensuring the spring is vertical when replacing the plunger) or clean/replace the diaphragm.
