      If your Toro Mower blades do not rotate, check the following: the PTO Drive belt and the Deck belt. If the PTO Drive belt is worn, loose, or broken, install a new drive belt. If the PTO Drive belt is off the pulley, install the drive belt and check adjusting shafts and belt guides for correct position. If the Deck belt is worn, loose, or broken, install a new deck belt. If the Deck belt is off the pulley, install the deck pulley and check the idler pulley, idler arm and spring for correct position and function.

Also, make sure that the Neutral/Parking brake lock is not in neutral or park position: move it to forward position.
