Ensure the choke is On and the primer is pressed 3 times. Check that the fuel shutoff valve is open and the throttle is in the Fast position. Also, ensure the fuel tank has fresh gasoline, the spark plug wire is connected, and the spark plug is in good condition with the correct gap. Finally, verify the fuel vent cap isn't restricted and the engine oil level is correct.
