The steel cam may not be touching the analog sensor when the dancer bar is at rest. Try turning the steel cam closer to the analog sensor or moving the analog sensor toward the cam; these are located under the red cover on the film carriage. Alternatively, the minimum speed trim pot on the pre-stretch drive might not be set to minimum, so turn it counter-clockwise. Also, check the tension adjustment spring on the side of the carriage; if it's set too light, increase the pressure by turning the knob clockwise. Finally, ensure that the clamp is closed.
