Check for blockages in the indoor unit's inlet and outlet and clear them. The temperature setting may be too high, so lower it. Finally, insufficient refrigerant, possibly due to leaks, can also cause this issue; in this case, check for leaks and recharge the system if needed.

Why doesn't the indoor fan start during heating in my AlpicAir ACMI-28VRDC1A Air Conditioner?

  The indoor unit (IDU) fan might not start immediately during heating to prevent cool air from being delivered until the heat exchange becomes hot; wait until the heat exchange becomes hot. Also, during defrosting, the IDU fan may stop because the system switches to cooling mode to prevent cool air from being delivered; allow the system to complete the defrost cycle.
