If it's during commissioning or a factory reset, it indicates that neither a BUS nor a LAN connection is available. To fix this, disconnect the module from the power supply, make the BUS and LAN connections, and then recommission the module. Otherwise, if it occurs at another time, it suggests an internal fault, and the module should be replaced.
