Excessive oils or organic matter may be the cause, in which case you should shock the spa with sanitizer. Improper sanitization could also be the reason, so adding sanitizer is advised. Suspended particles or organic matter may require you to adjust the pH and/or alkalinity to the recommended range. If the water is old or overused, drain and refill the spa. Also, shock spa with sanitizer.
