Lastly, verify that the Cold Weather Start Lever is correctly positioned based on the outside temperature: CLOSED/START below 40°F and RUN/OPEN above 40°F.

If the line is welded, disassemble, remove the welded section, and rewind. If the line was twisted during refill, disassemble and rewind it. Finally, make sure enough line is exposed by pushing the bump knob and pulling out line until 4 inches (102 mm) are outside the cutting attachment.
