The strainer in the supply or return line might be clogged, in which case you should clean it. The DHW circulation pump may be out of order or set too low, so inspect the circulation pump. A defective or clogged non-return valve could also be the culprit; replace or clean it. If automatic controls are in place, ensure they are correctly set, referring to the enclosed instructions for the electronic controller.
