Why Erbauer EBP28 Blower engine does not reach maximum speed?

If the Erbauer Blower engine doesn't reach maximum speed, the air filter might be soiled (clean it), the fuel mixture might be incorrect (empty the tank and refill with the correct 40:1 fuel to oil mixture), or the carburetor setting might be incorrect (have a qualified person adjust it).
