Pivot actuator up and attach to the lower board arm assembly.
Tighten hardware but back off half a turn once you feel the
hardware is snug. Make sure Nylon Washers (#34) are installed
between the arms and Actuator pivot tube as shown.

If needed extend the actuator by turning
the handle clockwise until the actuator
Pivot tube hole lines up with the holes
on lower board arm.
