command in BB querying for xlate domain, the switch may panic.

Some OS/HBA combinations take down the FC link when N_Port-
generated RSCNs are delivered by switch with 0x08 (Fabric OS 6.1.1b
and 6.1.0g) or 0x20 (6.1.0x) as event qualifier. The fix reverts back
to Fabric OS 6.0 value of 0x00.

On HP StorageWorks DC SAN Director, after running fosconfig
--enable vf, followed by fosconfig --disable vf, customer
cannot log in via Telnet or serial port, and a Cannot assign valid
