These include a stop screw for the throttle that doesn't operate correctly, a blocked fuel filter or fuel hose, air in the fuel pipes, incorrect fuel, a defective needle valve, a damaged or improperly operating lever arm of the needle valve, a damaged control diaphragm or one with a defective seal, a blocked or worn needle valve, or an object in the needle valve guide.

The spark plug electrode gap also needs to be correct, and the plug should have a suppressor. Finally, a loose spark plug can cause starting issues, so tighten it.
