If the oil is emulsified or not clean, replace it with new oil. Also, inspect the oil inlet and filtering screen, cleaning them if blocked. Examine the pump hose and vessel for any leaks and repair them. Ensure you're using the correct size pump; if it's too small, use a larger one. Finally, worn components can cause poor vacuum, so consider repairing or replacing the pump.
